Estonia Admissions

Documents for Estonian University Applications

What Estonian universities ask for when you apply from India or Pakistan. You upload your papers to DreamApply, the online application system, before the deadline. This page uses the University of Tartu (UT) and Tallinn University of Technology (TalTech) as examples.

Kinds of Documents

Four groups of papers.

Study papers

Your school or degree certificates and marks.

Tests

Your English test and, for some TalTech master's, the GRE.

Personal papers

Passport, motivation letter and fee receipt.

Papers by post

Certified copies you send by post after you get an offer.

Study Papers

These are the University of Tartu's rules for students from India and Pakistan. Other universities have their own rules.

For a bachelor's: India
  • Higher Secondary School Certificate, or another 10+2 certificate.
  • Marks statement.
  • If UT asks for them, your examination board sends your papers straight to UT by post, in a sealed envelope.
For a bachelor's: Pakistan
  • Intermediate or Higher Secondary certificate, or another 10+2 certificate.
  • Marks certificate.
  • When UT asks for papers by post, they must be attested by the Inter Board Committee of Chairmen (IBCC).
For a master's: India
  • Bachelor's degree certificate, or a provisional certificate (a temporary one given before the final certificate), issued by the university, not the college.
  • Transcript of records. The college may issue it.
  • If UT asks, your university sends the transcript straight to UT by post, in a sealed envelope.
For a master's: Pakistan
  • Bachelor's degree certificate and transcript with every course name.
  • At UT, a 2-year bachelor's (Pass) degree does not give you access to a master's. A 2-year master's degree is required.
  • Copies must be attested by the Higher Education Commission (HEC).
Personal Papers

Papers about you, not your grades.

Passport
  • A copy of the page with your personal details.
  • At TalTech, your passport must not run out while you apply.
Motivation letter
  • Many master's programmes ask for one.
  • At UT's Software Engineering master's, the motivation letter is half of your final score.
Application fee receipt
  • UT: EUR 100. You must pay it unless you finished your last study level in Estonia.
  • TalTech: EUR 100 per applicant, for up to 2 programmes. It is not refunded.
Tips for Standout Supporting Documents

Essays

  • Answer the points your programme lists for the motivation letter.
  • Keep within the length limit. UT's Software Engineering master's allows 6,000 letters and spaces.
Money Papers

You pay a fee to apply, then part of your tuition after an offer. Money is in euros (EUR).

Tuition fee payment
  • UT: if you are admitted from outside the EU, you pay half of the first semester's fee (half of the study year) before you start.
  • TalTech: students from outside the EU pay the first year's fee after they accept the offer, before studies begin.
Money proof for the long-stay visa (D-visa)
  • You must show legal income (money you get from a lawful source, such as a bank account, a sponsor or a scholarship) of at least EUR 880 a month in 2026. For the D-visa, show income for the 3 months before you apply.
  • See the money proof page for details.

Average Cost Overview for Estonia

Tuition Range
EUR 7,200 a year (UT Software Engineering master's, students from outside the EU)
Required Funds

How Your Papers Are Checked

Universities check that your papers are real before you can enrol.

Translations
  • Upload an official English translation of papers in another language.
  • At UT, the translation must also be certified (signed and stamped as true).
Certified copies
  • Each copy needs a real signature and stamp from your school or a notary (a lawyer who confirms a copy is true).
  • Pakistan: HEC attests (stamps as genuine) degree papers; IBCC attests school papers.

Document Verification Timeline

TalTech applications open

1 February 2027

For students who start in 2027.

TalTech deadline

22 March 2027

For students from outside the EU and the European Economic Area (EEA), including India and Pakistan.

Papers by post to UT

Within 3 weeks of an offer

Certified copies must reach UT.

Common Document Authentication Pitfalls

•Paying the fee but missing a paper. The fee alone does not make an application.

•Sending papers by email. UT does not accept them.

•Sending papers by post late. At UT they must arrive within 3 weeks of the offer.

•An English test result that has expired by the time your studies start.
